They don't have many options to choose from. Legion traits only affect a subset of units available to Chaos, and some of those are flatly terrible. CSM actually lack many infantry choices.Your only real infantry options are. Chaos Marines. Terminators. Raptors/Warp Talons. Havocs.

Chosen. Possessed (lol). CultistsYou get to add a cult unit (Noise Marines, Plague Marines, Rubrics, Berzerkers) and possibly one other unit (Tzaangors, Poxwalkers) depending on which Legion you want to play. CSM as an army only have 4 units that are classified as Troops, and two of your options there are locked to different Chaos gods (Tzaangors and Poxwalkers). That leaves basic marines and cultists. Everything else is locked into higher slots in the force org chart or a specific legion.Despite having a lot of units in the index, actual CSM armies don't have that many options.

It's an army with 1 unit in the flyer slot (Heldrake), 1 transport option (Rhino, Land Raiders are extremely expensive), and THIRTY-ONE different HQ options (16 of which are just variations of Chaos Lord or Sorceror). Look at how many types of dreadnoughts space marines have access to. Now look at the CSM Index and realize that our option is Helbrute. You could interpret a Forgefiend and Maulerfiend as being like dreadnoughts if you wanted, but it's not the same.I love CSMs, but when you start getting into brass tacks, it's not a very large army. You just don't have as many options as other armies because choosing one option locks you out of several others.

You can take daemons to try to expand your army, but once you make your Detachment based off the Chaos keyword, you can't take any of the Legion bonuses. It's a frustrating hall of mirrors.tl;dr: Chaos needs more troops options.
